PURPOSE:To eliminate the need for a special delay element by generating a clock in phase with a color burst signal and delaying an I-axis subcarrier and a Q-axis subcarrier by specific quantities corresponding to the color burst signal respectively. CONSTITUTION:As for the format of the clock, a PLL circuit 18 outputs pulses P of frequency fsc in phase with the color burst signal according to the color burst signal of a composite video signal supplied from an input terminal 1 and a frequency converting circuit 19 generates the clock CP of 4fsc according to those pulses. Then the Q-axis subcarrier is only 90 deg., i.e. one clock delayed behind the I-axis subcarrier, so a one-clock delay circuit 27 only delays the output of an I-axis subcarrier generator 26 by one clock to generate the subcarrier. Thus, the clock is generated in phase with the color burst signal, so the phase of the clock need not be shifted and adjusted from the color burst signal, and no delay element is therefore required.
