Abstract

PURPOSE:To release the restriction for the max. speed on a freeway by installing a max. speed restriction releasing means for releasing the setting of the max. speed set by a max. speed restricting means on the basis of the key information memorized in a magnetic card. CONSTITUTION:A fuel feeding quantity restricting means 5 restricts the fuel feed quantity for an engine 6 on the basis of the speed instruction signal supplied from a speed instruction value calculation means 4. The individual key information such as the max. speed restriction releasing information and the travelling distance information is memorized in a magnetic card 7. A reading-out means 8 reads out the key information memorized in the magnetic card 7, and is installed at a driver's seat on a car, and a card insertion port for the magnetic card 7 is formed at a part of the reading-out means 8. The max. speed restriction releasing means 9 releases the restriction for the max. speed set by the max. speed restricting means 2 on the basis of the signal read out by the reading-out means 8.
