CONSTITUTION: The preferential control circuit 9 doesn't select plural asynchronously inputted voice output start signals 1 in the input order but selects the signal having the highest priority level at the input time and outputs it as a preferentially controlled start signal 10 and starts a voice memory access table 2 to preferentially obtain a required voice output. The priority level is determined in accordance with the state of the signal like the level of the voice output start signal corresponding to a preliminarily set reference level. Thus, broadcast contents or the like having a high urgency or importance are outputted prior to broadcast contents outputted till then.
