PURPOSE:To accomplish fail-safe by disposing the first and second throttle valves concentrically in an intake passage, and continuing control using the other actuator when one actuator fails. CONSTITUTION:During normal operation, according to a command from a control device 8, the opening and closing of the first disc throttle valve 25 disposed in an intake passage 1 and the second annular throttle valve 25 are respectively controlled through the first and second actuators 6a, 6b. When one of the first end second actuators 6a, 6b fails, the corresponding throttle valve of the first and second throttle valves 25, 22 is controlled to open and close by the other system actuator to adjust the amount of intake air. Thus, at the time of fail, a fail-safe mechanism can be operated automatically and reliably, and the structure is simple so as to reduce the cost.
