By the arrangement thus obtained, decelerating or accelerating the speed of a fluid hydraulic cylinder to an arbitrary value, two-stage speed control can be performed. When the two variable throttle valves R1, R2 are arranged in parallel, the two-port valve E may be provided in series to one of the variable throttle valves.
