Abstract

PURPOSE: To prevent resolution from becoming discontinuous between a still block and a motion block and to obtain an excellent reproduced image by performing motion detection in picture element units and performing interpolation based upon the detection result adaptively by interpolation points.
CONSTITUTION: An input digital signal from an input signal 21 is supplied to three series-connected frame memories 22∼24. An absolute value converting circuit 30 outputs successively the absolute values of differences between picture elements which are at the same positions between two frames where subsampling is in phase. A selecting circuit 39 outputs maximum value data MAX and a comparing circuit 41 compares threshold value data TH with the maximum data MAX; when the maximum value data MAX is smaller than the threshold value data TH, a still picture element is judged and when said data is larger, a motion picture element is judged. Still picture elements are interpolated in a time direction and moving picture elements are interpolated within a space.
