PURPOSE:To obtain a film for a coating base having superior corrosion resistance on the surface of a metal by electrolyzing a treating soln. contg. prescribed amts. of phosphate ions, zinc ions and iron ions at a prescribed pH. CONSTITUTION:A treating soln. contg. 0.5-1.5g/l zinc ions, 5-50 times as much phosphate ions as zinc ions and >=5ppm tervalent iron ions is prepd. The treating soln. is kept at 3-4.5 pH, a cleaned metal is immersed in the soln. and the soln. is electrolyzed at a low temp. to form a dense, porous film on the surface of the metal.
