CONSTITUTION:In the master station, a line constitution storing means 11 to so set the order of selecting the slave stations as closer to the master station the earlier, and in a decision circuit 14, a means that decides on the occurrence of a fault in a line closer to the master station than a slave station from which no monitoring data can be collected without collecting any data from the master stations farther than said one in case said impossibility of collecting really occurrs. In such a way, since a faulty point is determined only by the fact that there is a slave station that gives no response, there is no need to request for monitoring data to the slave station farther than the faulty point i.e. slave stations impossible to response, furthermore, a time necessary for determining a faulty point can be remarkablly shortened.
