A lower lead wire holder is provided on a pair of bases that can move away from and toward each other and supports the lead wire of the electrical component from below at two locations separated in the axial direction, and the lower lead wire is placed above the lower lead wire holder. An upper lead wire holder cooperates with the holder to hold down the lead wire at two locations separated in the axial direction, and an upper lead wire holder works together with the lower lead wire holder to cut the lead wire and connect it to the main body side of the electrical component.
