A cylinder that accommodates a required amount of hydraulic oil, a piston rod that is inserted into the cylinder and passes through the opening in a fluid-tight and slidable manner, and a pre-filled cylinder that is assembled to the inner end of the piston rod. In a hydraulic shock absorber equipped with an operating piston that is slidably inserted into a cylinder and partitions the inside of the cylinder into two oil chambers and communicates these inner oil chambers through an orifice, a hollow rod is used as the piston rod. A rod having a valve plate at its inner end is rotatably inserted into the inner hole, and a case housing the valve plate is attached to the inner end of the piston rod, and a case housing the valve plate is attached to the bottom of the case.
