A conventional device of this type is one in which a predetermined sea area is surrounded by a floating breakwater made up of a number of floating bodies flexibly connected, and an oil storage tank is moored to a sinker on the seabed by a mooring cable.

Such floating breakwaters have a breakwater effect only against waves with a certain range of cycles, so they cannot completely prevent waves, and the mooring lines of the floating body and oil storage tank are likely to break during stormy weather. Occasionally, oil storage tanks collide with each other, floating breakwaters collide with oil storage tanks and damage them, causing oil spills, and oil spills within the sea area surrounded by floating breakwaters are caused to flow out into the open sea.

In order to prevent floating breakwaters from breaking and collisions with oil storage tanks due to swimming, it is necessary to surround vast areas of sea with floating breakwaters, which obstruct vessel navigation and narrow fishing areas.

Furthermore, in order to prevent the floating breakwaters from breaking and swimming, the offshore stockpiling base must be located in an inland sea that is relatively calm throughout the year in waters of a certain depth, and that does not obstruct maritime traffic. There are very few sea areas around Japan that meet the criteria of having little impact on fisheries.

On the other hand, there is an idea to build an oil base on the ocean, but building a safe and reliable oil base that can cope with the harsh sea and weather conditions requires a huge construction cost and is not economical. There is a problem with this.

The purpose of the present invention is to solve the problems of the above-mentioned conventional methods and to provide a liquid storage base including an economically competitive oil base. A breakwater that is built on the seabed and has an upper end protruding above the sea surface surrounding the breakwater, a piping pier that is built within the breakwater and has a liquid delivery/input piping system and a traffic route, and a piping pier that is installed on the above breakwater and has an upper end that protrudes above the water surface and a lower end that is above the water surface. An openable and closable gate that communicates the open sea with the inside of the compartment at a suitable depth below to prevent waves and prevent the oil in the compartment from flowing out to the open sea, and the breakwater that is formed to allow passage through the gate Alternatively, it is equipped with a liquid storage tank moored to the pier and equipment for transporting liquid into and out of the tank.

A breakwater that is erected on the seabed surrounding a predetermined section of the sea surface and whose upper end protrudes above the sea surface, and a breakwater that is installed on this breakwater to communicate the open sea with the above section at an appropriate depth below the water surface to prevent waves and the above. Equipped with a gate that can be opened and closed to prevent the oil inside the compartment from flowing out into the open sea, it prevents waves from entering the compartment and prevents the oil inside the compartment from flowing out into the open sea.
The floating tank base of the present invention can be installed in relatively shallow sea areas close to land or in rough seas facing the open sea, and since it is sufficient in a narrow sea area, there is little impact on maritime traffic and fishing, so site selection is easy. It's extremely easy.

In addition, since the compartment is narrow and waves are prevented, a piping pier with a liquid delivery piping system and a traffic route can be easily and inexpensively installed on the sea surface within this compartment to avoid collision with the tank.
Liquid can be carried in and out of the tank easily and quickly.

Furthermore, since the breakwater is provided with an openable and closable gate for passing through the liquid storage tank, the tank can be easily towed out to the open sea in the event of an emergency or repair.

In addition, since the gate communicates the open sea with the inside of the compartment at an appropriate depth below the water surface, it prevents waves and prevents the oil in the compartment from flowing into the open sea, while allowing the flow of seawater due to the ebb and flow of the tide. Because it is possible to do so, it is not subject to water pressure due to the difference between the inside and outside tide levels, and since the gate does not shut off seawater, it has a simple structure and can be manufactured at low cost.

In addition, since the tank is moored to a breakwater or pier, it does not move due to the breakwater function of the breakwater.

Furthermore, (1) Inert gas to prevent explosions is supplied to crude oil and light oil tank units from onshore generators, and the oxygen concentration in petroleum gas is automatically detected to prevent disasters. ) Dirty ballast of coastal tankers and all oily water in tank yards must be completely treated with wastewater treatment equipment and discharged into the sea to prevent marine pollution; (3) On land, on breakwaters, piping piers, and sea berths. Fire extinguishing equipment shall be installed above the building in accordance with the Fire Service Act and the Industrial Complex Disaster Prevention Act, and an appropriate number of fire engines and fire boats shall be placed to enable sufficient firefighting operations from both land and water. Equipped with an automatic seawater sprinkler system, consideration has been given to preventing the spread of fire in the unlikely event of a fire.
