PURPOSE:To enable a stable combustion condition with little contaminats centained in the exhaust gas to be achieved even at low fuel combustion condition by an arrangement wherein solenoid valves for water supply line are opened and closed in response to the pressure change-over operations of a fuel supply pump. CONSTITUTION:The fuel oil supplied from a fuel oil tank 1 through a constant level means 2 and an emulsification tank 3 into a fuel pump 8 is pressurized by the pump 8 and is atomized by a burner 12 so as to be burnt. A water supply line includes a first solenoid valve 6 and a second solenoid valve 7. When the load of a water boiler 11 reduces, its combustion setting is changed over to low combustion value.
