The divided rolls 2 includes rolls 2A, 2B that can be rotated independently by motors 3A, 3B, respectively. In case that the steel strip 4 staggers to the right when the steel strip 4 is being tensed uniformly by the divided rolls 2, the tension of the steel strip 4 given by the roll 2A is increased or the tension of the steel strip given by the roll 2B is reduced. Since the steel strip 4 is moved to the side where the tension is greater, the staggering of the steel strip 4 can be corrected.
