PURPOSE:To obtain superior developing powder for fast high-frequency heat fixation by using a binding substance which contains a monomer unit, containing an element with a specific value or greater of electric negativity at a specific rate, by specific % and has specific molecular weight distribution. CONSTITUTION:Toner contains a binding substance which contains a 10-90wt% monomer containing a 10-50wt% element (O, N, Cl, Br, F, etc.) with >=2.8 electric negativity, and has >=1 maximum value of a chromatogram, measured by gel permeation chromatography, in regions of molecular weight 8X10<2>-2X 10<4>, and 3X10<4>-2X10<6> together with coloring pigment, magnetic powder, etc. Then, 0.3pt.wt. hydrophobic colloidal silica is added to this 100pts.wt. toner to obtain a developer. This developer is used for high-frequency heat fixation and neither flocculates nor sticks to a carrier during preservation, and an invariably stable image is obtained without staining a photoreceptor.
