PURPOSE:To shorten the transmission time, by converting a picture signal train for each scanning line into a signal indicating the presence or the absence of change for the just preceding picture signal and by transmitting the picture signal for the groups only including picture elements indicating the presence of change. CONSTITUTION:A picture signal train is converted into a signal train indicating the pressence or the absence of change by a converting circuit 1, and this signal train is inputted to a converted signal memory 2 and a detecting circuit 3 for the presence or the absence of change poins in group. The output of this circuit 3 is inputted to a memory 4 for the presence or the absence of change points. A control circuit 6 reads out a synchronizing signal from a synchronizing signal generating circuit 5 and reads out information for the presence or the absence of change poins from the memory 4. The control circuit 6 reads out this information to discriminate groups having change points and reads out a signal train for the group having change points from the converted signal memory 2 after reading out this information. Read out synchronizing signal, information for the presence or the absence of change points, and the signal train of the group having bits indicating the presence of change are supplied to a modulation circuit as a transmission signal B.
