PURPOSE:To prevent the overflow of an internal buffer, by controlling a voice detection level in accordance with traffic in the voice packet exchange device which detects a voice signal and makes it into a packet and exchanges it. CONSTITUTION:A voice detecting circuit 3a detects a voice level by discriminating whether a prescribed value of the encoded voice signal passes in a prescribed time or not. A packet exchange device 7a is provided with a means which detects the quantity of packets stored in a buffer 71; and if the quantity of packets is lower than a constant value, the detection level of the voice detecting circuit 3a is set tp a low value. Thus, most of the voice signal is detected by the circuit 3a for a low traffic and is transferred to the other-party telephone set. If the quantity of packets is higher than a certain value, the detection level is set to a high value to prevent the overflow of the buffer 71.
