A heat source 4 and a non-contact outside diameter measuring apparatus 5 are operated, and the chuck 3 is lowered at a given speed higher than the given lowering speed of the chuck 2. The material 1 passing through the heat source 4 is molten, and the chuck 3 is lowered to draw and reduce the diameter of the material 1 to form a preform rod 8. The output of a time delay control system 6 as a lowering speed command is fed back to the chuck 3 at a given time lag according to the previously set program in the time delay control system 6, and the lowering speed of the chuck 3 is controlled according to the outside diameter of the material 1 when the point of measurement arrives at the heat source 4.
