CONSTITUTION:A video signal vg is applied commonly to one inputs of (k-1)- number voltage comparators 20, and reference voltages are applied to the other inputs. When the input video signal vg exceeds reference voltages, respective voltage comparators 20 change their outputs, and these outputs are encoded to binaries by an encoding circuit 21 to obtain outputs D0, D1...Di. Reference voltages are obtained by dividing a voltage, which is applied across input terminals 22 and 23, by resistances R1, R2...Rk-2. Thus, a white level is set nearer the black level than the conventional white level, and a black level is set nearer the white level than the conventional black level.
