CONSTITUTION: A water-feed device 4 at a water-collecting side collects polluted sea water from a sea area near the mouth 12 of a river 2, and feeds the sea water into a catalytic oxidizing disposer 3, where organic substances contained in the sea water from the water-feed device 4 at the water-collecting side are removed. Another water-feed device 5 at a drain side is arranged in a manner so as to feed the purified sea water from the catalytic oxidizing disposer 3 to a discharge point 21 at the upper stream of the river 2. A washer 22 provided with a water-feeder for feeding fresh water into a vessel 13 is arranged. Owing to the apparatus having said installation, the polluted sea water of 20W30ppm collected near the mouth 12 of the river 2 is purified to a level of 10ppm or less and can be drained at the upper stream point of the river 2.
