The 1st and 2nd turning arms 20, 28 are held bent in a V shape, and in this state, the 2nd transmission wheel 32 abuts on a reel turntable 36, and the wheel 14, then the revolving and driving force of the motor 12 is transmitted to the turntable 36 by the wheel 14, the wheel 32 and a rubber ring 40, so that the turntable 36 is rotated and driven counterclockwise.
