CONSTITUTION:A bipolar signal BP is inputted to not only a level detector 1 having a reference voltage +V to detect a positive signal of the bipolar signal BP but also a level detector 2 having a reference voltage -V to detect a negative signal of the bipolar signal BP. Detected positive and negative signals are inputted to J and K terminals of a JK flip-flop 3 respectively, and a signal corresponding to switching between positive and negative signals of the bipolar signal BP is outputted to an output terminal Q.
