PURPOSE:To suppress the generation of an error at the reproduction and to form a dubbing tape with high quality, by generating a pulse in synchronizing with the time of phase comparison of a PLL and setting a recorded synchronizing signal to a vertical synchronizing section with this signal. CONSTITUTION:A signal from a playback VTR2 is processed at a reproduction circuit 22 to introduce a digital signal 24 and fed to a recording circuit 23. To a synchronizing signal producing circuit 20 where a reference signal 26 from a PLL consisting of a phase comparator 9 and a voltage controlled oscillator 11, the output of a pulse generator 14 controlled with a vertical synchronizing signal 27 from said device 22 is supplied via a gate circuit 15. As a result, the device 20 produces a synchronizing signal 25 set to the vertical synchronizing section. This synchronizing signal 25 and the signal processed at the playback circuit 22 are mixed and fed to a recording VTR21.
