The optical reflecting layer 2 can be formed by using Te, In, Pb, Sn on the layer 6. The height H of an unevenness section 8 corresponding to the layer 6 of the unevenness of the substrate 1 can be expressed by Equation. Thus, holes 5 with uniform shape can be made to the metallic layer 2 by irradiating laser light from the lower surface of the substrate 1. Thus, the information can be recorded with good accuracy.
