PURPOSE:To assure a suitable control gain, by decreasing the control gain of a control signal when a control signal is greater than a prescribe value. CONSTITUTION:When a value of an inputted control signal is greater than a prescribed value, the control gain of said control signal is decreased. For example, a signal value detection circuit 21 and a multiplier are added between a PD controller 5 and a limiter. The multiplier 20 consists of a rectifying circuit, filter and variable gain change circuit. Thus, the control signal waveform produced with the PD controller is rectified at the rectifier and a filter circuit to be the waveform of envelope. The output is changed at a variable gain change circuit at a given level or more and the multiplication is made with the output from the PD controller and the multiplier 20.
