Abstract
PURPOSE:To reduce the volume of transmitted information by performing in-field forecasting and field-to-field forecasting, finding differences between a real value and both forecasted values, and determining the number of bits of differential quantization according to a maximum error within the range of one eight-picture-element block. CONSTITUTION:A one-field television signal is stored in a storage part 5, and a television signal of >=8 picture elements is stored in auxiliary storage parts 6 and 7. A control part 8 compares the forecasting outputs of an in-field forecasting part 1 and a field-to-field forecasting part 2 with a real vaue to select a larger forecasted error absolute value. When the largest value is greater than a threshold value TH on the completion of one block of eight picture elements, quantization into 27 levels is carried out. When it is >=1/2TH, quantized into three levels, and when it is >=1/4TH, even-numbered picture elements are quantized into one or two bits and odd-numbered picture elements are assumed to have no forecasted error. When it is <=1/4TH, all forecasted errors are assured to be 0s, and transmission is not executed.
