CONSTITUTION: The speed of revolution of a d.c. motor 10 for driving a reel is detected by a revolution speed detector 20 and the revolution speed signal 21 is output to a difference arithmetic unit 30, an arithmetic unit 50 and an inertia compensating arithmetic unit 60 respectively. The actual revolution speed is compared with the base revolution speed by the difference arithmetic unit 30, and in the arithmetic unit 50 a material roll diameter signal 51 is output by a reel diameter set velue 02, a set value of material thickness 03 and a reduction ratio set value 04. The signal 51 is input to an arithmetic unit 80 and multiplied by the signal 71 of a tension setting arithmetic unit 71.
