CONSTITUTION: When the speed of a tape 1 changes transitionally, the tape tension changes, causing a tape tension detecting post 9 to fluctuate, so that the signal of a magnetism-sensitive element 11 changes. Through a high-pass filter (not shown), said signal is multiplied by the detection signal of a roll diameter detecting unit comprising a light-emitting element 14, a light-receiving element 15, an optical encoder 13 and an apparatus which is not shown. Then, said multiplication signal is added to the roll diameter detecting signal in order to control a reel driving unit 3. When the speed of the tape 1 is constant, no output is generated from the magnetism-sensitive element 11, so that the driving unit 3 is controlled according to the speed of the reel 2.
