Abstract
PURPOSE:To recognize characters, by not only extracting features in white regions in the circumscribed quadrilateral of a recognition objective character but also extracting features by the ''blurring'' processing for the recognition objective character. CONSTITUTION:The video signal obtained in an observing part 6 is converted to a binary signal indicating black point and white points by a binary circuit part 7 and has, for example, the shape of the circumscribed quadrilateral frame normalized in a normalizing circuit part 8 and is stored on a memory. Contents of this memory are read out, and labels are added to artificial black points 3 by a label adding circuit part 9.
