PURPOSE:To optimally binarize multilevel image data by obtaining a density value having a high frequency in appearance in image data and determining a threshold level based on this density value and binarizing image data with this threshold level to set the density boundary value of a boundary area. CONSTITUTION:A histogram corresponding to density values of image data which is inputted from an image input machine 1 and is stored in, for example, an image memory 5 is calculated. In this case, picture elements having a density value (i) of image data are set to '1' and are stored in a flag map memory 13. The number of '1's in the memory 13 is counted by an area counter 14 to obtain the number of picture elements having this density value. This histogram is analyzed and density values P1 and P2 corresponding to two peaks 30 and 31 are calculated. A temporary threshold level Tm is obtained in accordance with the value P2, and image data in the memory 5 is binarized by the threshold level Tm on the memory 13 and is stored in an image memory 6.
