PURPOSE:To obtain a rolling roll excellent in performance, durability and safety by forming the used layers of a three-layered sleeve to two layers, the first and second outer layers, and satisfing each layer required properties, thereby preventing seizure during rolling. CONSTITUTION:In a three-layered sleeve in which a used layer that contacts with a rolling material and an inner layer that does not contact with the rolling materials are made of different materials, the used layer is formed into two layers, that is, the first outer layer (a) made of material excellent in seizure resistance and the second outer layer (b) made of material excellent in wear resistance. The inner layer C is made of material excellent in toughness. The first outer layer (a), the socond outer layer (b) and inner layer C are welded to one body. By this way, the web forming part is excellent in seizuer resistance, the flange forming part is excellent in wear resistance and the inner layer has sufficient toughness.
