The weight bodies 3 are in the hollows 2 and are connected to its bottom with the spring 4, and the body 1 is connected to the rotor of an electric motor, etc. through the central shaft. At start of the operation of the rotor the elongation of the spring 4 is small and the value of the inertia moment of the flywheel is small. The value of the inertia moment increases with increasing revolution to have a certain inertia moment at the normal RPM, and then the value of the inertia moment decreases gradually until the rotation is reduced to the stand still state in accordance with the elongation of the spring 4.
