CONSTITUTION: Brine is heated by a brine heater 1, and vapor generated by leading the heated brine into an evaporator 2 is condensed by condensers 5, 5a and 5b, and is collected as fresh water. On a heated brine outlet side 27 of the brine heater 1 of this device, a temperature detector 28 is provided. The temperature detector 28 detects a temperature of the heated brine and transmits to a controller 29. The controller 29 compared this detected temperature value with a set temperature value which makes no scale stick to the brine heater 1 and the evaporator 2, and opens a bypass valve 26 if the detected temperature value exceeds the set value, and leads brine of a low temperature to the brine heater 1.
