CONSTITUTION:A steel pipe 4 into which an insulating electric wire 3 is thrust is welded to the upper back side of the steel plate 2 of a door 1, located on a water reservoir side, and the steel pipe 4 and the steel plate 2 are connected with a good conductor of a metal, etc. Then, steel pipes 12 into which insulating electric wires 11 are thrust are welded to the back of the reservoir side of the steel plate 8 provided to the inducing groove 7 of a rotator 6 on both sides of the door 1 and also to the back of a steel plate 10 touched by a water-tighting rubber plate 9, and they are connected one another by a heat good conductor 5. Steel pipes 17 into which insulating electric wires 16 are thrust are welded to the back of a steel plate 15 touched by a water-tighting rubber plate 14 at the lower edge of the door 1, and they are connected with one another by a heat good conductor 18. The electric wires 3, 11, and 16 are connected in series, and AC current is flowed in these electric wires to heat the steel pipes for preventing the freezing of the sluice.
