PURPOSE:To perform a troublesome picture recording control accurately and quickly, by providing plural surface potential sensors in different positions of a recording material and forming latent image potentials different in light quantity in respective measuring parts. CONSTITUTION:This controller measures surface potentials of a recording material to control recording conditions of an picture which is formed by the electrostatic recording method; and plural surface potential sensors 1 are arranged between an ordinary secondary charger 4 and a developer 9 in the axial direction of a photosensitive drum 2, and an original exposure lamp or blank light source 6 is flickered to measure the potential of a bright part and the potential of a dark part, and a primary current I1 and a secondary current I2 flowed to a primary charger 3 and the secondary charger 4 are controlled, and a bias voltage applied to a developing sleeve 8 is controlled, thus obtaining the optimum picture. Thus, the potential of the bright part and the potential of the dark part are measured simultaneously approximately to increase the number of times of control execution.
