CONSTITUTION:A controller SV, transmitters ST1 and ST2 plus terminals T0- T2 are provided to transmission lines 1a-1c and 2a-2c. In case the system is expanded with a transmitter ST34c to be inserted into the line 1a, the controller SV feeds a message indicating the inhibition of transmission to the transmitters ST1 and ST2 through the lines 1a-1c. Then a transmitter ST34c and a terminal T35c are added between the lines 1a and 1b while performing the transmission of data only through the lines 2a-2c. After the working is over, a linkage test is carried out between the controller SV and the transmitter ST34c. If the result of test is satisfactory, the inhibiting indication is released for the lines 1a-1c.
