CONSTITUTION:Plural precast concrete blocks 11 having vent holes 15 at least partly extending in widthwise direction and anchors 25 at least partly exposed to the upper end face are erected in parallel on a base gournd 31 in a manner that their side end portions are contacted with one another. Then, foundation (leveling) concrete to be integrally joined with the lower parts of the blocks 11 is placed in the lower surrounding area of the blocks 11.
