Cutting is completed at the time t9, and the test process is completed at the time t10. During the cutting period t4-t9, the load current values are read and stored in succession in CPU, and the average value is obtained at the time t9, and the average value is multiplied by the factor corresponding to the desired working efficiency to obtain the standard load current value. Restriction control is performed on the basis of this standard load current value.
