CONSTITUTION:A picture signal is inputted in order to a shift register 1. A forecasting signal generator 2 inputs reference picture signals S=(a, b, c) by the shift register 1, and generates and outputs a forecasting signal of a picture element (x) which has just been inputted at present, and a chevron (x) by linear operation of (a), (b) and (c). a subtracter 3 inputs the chevron (x) and (x) from the forecasting signal generator 2 and the shift register 1, respectively, and derives and outputs its differential signal (e). A mode signal generator 4 outputs a mode signal M based on the signal S and applies it to a forecasting error signal encoding circuit 5. In case of M=''0'', the forecasting error signal encoding circuit 5 generates a code matching (e) in case when S is typeI, and in case of M=''1'', a code matching (e) in case when S is type II is generated.
