Abstract

PURPOSE:To encode a picture signal efficiently, by encoding the picture signal having a compression rate higher than that of an encoder without using a large capacity of ROM. CONSTITUTION:A picture signal is sequentially inputted to a shift register 1 in 3(l+b)-bit, where l is the number of picture element per one main scanning line, and picture signals for one line + 2 picture element are stored in the shift register 1. In the register 1, a picture element inputted at present is taken as X, that inputted just before is (a), that inputted before (l-1) picture elements is as (c) that inputted before l picture elements is as (b). A reference picture signal S=(a,b,c) is inputted from the register 1 to a forecast signal generator 2, and a forecast signal EX of X is formed and outputted with the linear operation of (a), (b) and (c). Further, a forecast signal generator 3 outputs the EX from the generator 2. The generator 3 arranges the signal value suitable for the X based on the EX in the order of the probability of generation, and outputs a code (e) indicating the order of the actual X.
