PURPOSE:To perform automatic-manual switching without causing a sudden change in output by providing an integrator behind an error amplifier, and providing the 2nd error amplifier which compares a manual control command value and the output of the integrator all the time and then performs amplification. CONSTITUTION:High frequency output electric power (a) is set by an output setter 10 for manual control. The output (f) of the setter 10 and the output (g) of an integrator 12 are inputted to the 2nd error amplifier 13. An error signal (h) from the error amplifier 13 is inputted to the integrator 12 through the 1st loop opening and closing contact 11a to nearly equalize the output (g) of the integrator 12 to the output (f) of the setter 10. When contacts 11a and 11b are switched to set a closed loop (automatic control) state, the output (a) changes from a set value by manual control to that by automatic control, but the transition of the output (a) is performed smoothly through the operation of the integrator 12.
