CONSTITUTION:An oscillator 11 is set of the frequency value of clock by a fine adjusting circuit 12, by which an output 15 of a high frequency is obtained. On the other hand, an output 16 of a low frequency is obtained by forming the output of the frequency lower by the quiescent time set with a counter circuit 13 on the basis of the output 15 of the high frequency and frequency dividing 14 this output.
