Said plates 47a, 47b are connected with an electrostatic capacity detector 52 for detecting the electrostatic capacity between the plates 47a, 47b through a signal wire and its detected electric power is given to a control device 51 by the detector 52 through the signal wire and then, the device 51 is connected to an operating set 53 provided for giving the designation of absorbing and discharging quantity or various establishment or indication of dispensing time through the signal wire.
