CONSTITUTION:The load alloting device 23 feeds out an inlet-side tension T2 through a calculating circuit when an outlet-side tension T1 is inputted, and controls the inlet-side tension for the bridle roll with the tension T2 as a reference value. On the other hand, the load alloted to the roll 2 is calculated from the tensions T1 and T2 and is made to be a current standard. A current standard signal Ia corresponding to the current standard is inputted into a velocity detector 7 to control a power source device 22 for a motor 4 for the roll 2.
