PURPOSE:To develope strong sterilizing effect by providing a water isolating transparent wall comprising a chlorotrifluoroethylene polymer and an ultraviolet source irradiating ultraviolet rays to said transparent wall from a side opposed to water. CONSTITUTION:Water to be treated is introduced from a manifold pipe 3b and appropriately distributed into the inside of the tubular transparent wall 1 comprising a chlorotrifluoroethylene polymer and, while water to be treated passed through the inside of the tubular transparent wall 1, receives ultraviolet rays irradiated from a sterilizing lamp 5 provided to the outside of the transparent wall 1 to pasturize bacteria in the water to be treated. After this treatment, the pasturized water to be treated is collected in a manifold pipe 3a and subjected to desired use. Against the tubular transparent wall 1, the sterilizing lamp 5 and an ultraviolet ray reflection plate 6 are arranged to a predetermined position and, because ultraviolet rays are irradiated uniformly to the transparent wall 1 with high ultraviolet ray permeability, sterilization can be carried out in high efficiency.
