PURPOSE:To attain the safety of a train by providing a counter which applies an address to a memory in a double system. CONSTITUTION:The first counter 30 and the second counter 31 which are started by a detection signal from a vehicle element 1 and count speed pulse signals from a waveform shaper 5 are provided. The output signal of the first counter 30 is used as an address signal for reading only a reference speed signal from a memory 32, and the output signal of the second counter 31 is used as an address signal for reading only an error inspecting inspection signal for a reference speed signal from a memory 33. The reference speed signal is converted to a signal having the corresponding frequency in a pulse generator 35 and is supplied to a pulse frequency comparator 6 only when the result of a parity check for the reference speed signal read from the first memory 30 in a parity check circuit 34 is normal.
