CONSTITUTION:Laminar-flow supplying devices having a front and a rear laminar-flow supplying parts 12, 13 are arranged in the running direction of a rolling steel sheet 11. The rear laminar-flow supplying part 12 supplies plural cylindrical laminar-flows 12a to make the secondary scale from the base steel in a peeled-off state. Next, the peeled scales on the sheet 11 are wahsed and removed away from it, by the flat-plate-shaped laminar-flow 13a supplied from the front laminar-flow supplying part 13. Further, a wpray injecting device 15, spraying by air-flow 14, is provided auxiliary between a rolling mill 10 and the laminar- flow supplying devices 12, 13 to polish-clear the upper surface of the rolling steel sheet 11. By this mechanism, the peeling property of the scales is improved without using a large quantity of water.
