PURPOSE:To prevent a motor from generating cavitation by a method wherein by pass valves are provided between the motor and a counterbalance valve and one of the by pass valves is closed by the pressure at the high pressure side of a main circuit arranged between a directional control valve and the counterbalance valve. CONSTITUTION:Even if the motor 5 runs over and consequent high pressure is generated at the outlet side of the motor 5 at the sudden lowering of rotational frequency of an engine 1 and in addition the closing of the counterbalance valve 4 occurs, the oil discharged from the motor 5 flows through either one of the by pass valves 6 and 7 directly in the inlet side of the motor 5, resulting in avoiding to generate sudden high pressure at the outlet side of the motor 5 and sudden cavitation at the inlet side of the motor 5. Furthermore, the passing resistance of the by pass valve 6 or 7 serves as the braking force against the motor 5.
