PURPOSE:To increase the reliability for the monitor of the plant operation, by subtracting the conversion value having a large deviation from the mean value of the measured plant data to obtain the mean value from the rest conversion value and furthermore obtaining the reference value of each plant value from the mean value of the conversion value. CONSTITUTION:The plant data 1 to be monitored is supplied to the converting part 2 to be converted into a state amount. According to the value obtained at the part 2, the allowance range deciding part 3 of the state amount obtaines the mean value of the conversion value and then adds the allowance range to the mean value. The state amount comparing part 4 compares the state amount of the part 2 with the allowance range decided at the part 3, and delivers only the state amount within the allowance range to the mean value calculating part 5 of the state amount. Thus the mean value of the state amount within the allowance range is calculated at the part 5. Based on the mean value, the reference value producing part 6 carries out an adverse calculation to the part 2 to obtain the mean value of each data 1. Then the display information forming part 7 standardizes the data 1 based on the reference value and then delivers the standardization signal 8. In this way, the reliability can be increased for the monitor of the plant operation.
