Damping is given to reel stands by brake 19a under the state where cassette 9 is mounted on substrate 3, and brake 19a is released in such degree that guides 4 and 5 do not pull out tape 10 under the fast-feed or rewinding state of tape 10, and reel stands can be rotated by motors, and under the stop state of tape 10, electromagnetic damping is given to motors, and reel stands are damped by brake 19a according to operations of guides 4 and 5.
