PURPOSE:To prevent the corrosion of a steel member due to scale and rust with a single soln. by descaling the member with an org. acid soln. pH-adjusted with a specified org. acid or an aqueous ammonia and adding polyphosphate and a pH adjusting agent to the soln. to carry out rust preventive treatment. CONSTITUTION:An aqueous soln. of one or more kinds of org. acids selected from citric acid, malic acid, gluconic acid and glycolic acid is adjusted to 3.0-3.5pH with sulfamic acid and/or tartaric acid or an aqueous ammonia, and a steel member is descaled by dipping in the resulting soln. To the soln. are then added one or more kinds of polyphosphates selected from polyphosphate, ultraphosphate and metaphosphate and one or more among and aqueous ammonia, ethanolamine and hydrazine as a pH adjusting agent, and rust preventive treatment is carried out with the soln. adjusted to >=5pH. At this time, the org. acid concn. is also adjusted so as to prevent the precipitation of leached Fe ions.
